From leading post-earthquake rehabilitation efforts to pioneering clean and green initiatives, the achievements of Atty. Mauricio G. Domogan reflect a lifetime of dedicated service. His legislative contributions have strengthened education, social welfare, and environmental sustainability, ensuring that Baguio remains a beacon of hope and opportunity for all.

Major Accomplishments as Mayor

  • Led the rehabilitation of Baguio from the 1990 killer earthquake.

  • Established the MGD Financial Educational Assistance Program where an average of 1,000 students benefitted annually since its inception, and is still continuing until today.

  • Founded the Alay sa Kalinisan that made the city a Hall of Famer as the Cleanest and Greenest Highly Urbanized City with a prize of P5M.

  • Two-time Gawad Pamana ng Lahi Award - the highest award the National Government bestows to a performing LGU with P4M cash award. The cash awards of P9M was used in the procurement of garbage trucks direct from Japan.

  • Co-founder of the Baguio Flower Festival.●Helped in the initiatives that made Baguio the first city in the Philippines to be included in the UNESCO Creative Cities Network for folk arts and crafts.

  • Driving force of the Alternative Learning System.

  • Purchase of the Convention Center as property of the city from GSIS.

Legislative Agenda

  1. Amend the newly revised Baguio City Charter, focused on the following:

    ● To place the metes and bounds and technical description of the land area of Baguio City in the City Charter, that will include the settlement of the boundary dispute of Baguio City and Tuba, Benguet.
    ● To delete Section 23-4 that mandates the submission of approved ordinances of Baguio to the Sangguniang Panlalawigan of Benguet, thus downgrading the status of Baguio from being a chartered city to a component city.
    ● To delete townsite sales application (TSA), which requires public bidding, and replace it with a system of direct award to actual occupants and/or qualified applicants, as a mode of acquiring alienable and disposable public land in the city.
    ● To reinstate the provision that all monies received from the sale of public lands within the city, including interests, penalties, and surcharges shall 100 percent accrue to the city government (which was deleted in the Revised City Charter).
    ● Delete Article 12 of the Revised City Charter referring to Camp John Hay reservation.

  2. Refile the bill that segregates Parcel 3 of Forbes Park Reservation, convert it into alienable and disposable public land, and award it directly to actual occupants and/or qualified applicants.

  3. File a bill that segregates portions of Camp Allen, Navy Base, and Ongasan Loakan Proper from the Philippine Military Academy reservation, convert it into alienable and disposable public lands, and award it directly to actual occupants and/or qualified applicants.

  4. File a bill to repeal Proclamation 414 covering portions of Upper Gibraltar, Mines View, Loakan, Loakan Apugan, Atok Trail, and Kias as mining reservations, and convert the said areas into alienable and disposable public land, and award it directly to actual occupants and/or qualified applicants.

  5. File a bill segregating the 13 barangays from the Camp John Hay reservation, convert it to alienable and disposable public land, and award it directly to actual occupants and/or qualified applicants.

  6. Refile the bill on Cordillera autonomy.

  7. File a bill amending the Sangguniang Kabataan Law that will mandate honorarium and other benefits to SK kagawads.

  8. File a bill on the Magna Carta for garbage collectors.

  9. File an anti-political dynasty bill.

  10. Refile the bill on National Wealth Tax.

  11. Oppose the granting of another period to validate 211 land titles if the applicant is not the actual possessor of the land.

  12. Enhance the MGD educational financial assistance to poor but deserving students of Baguio.

  13. Streamline water resource management by devolving to the water district or local government unit the function to issue permits to deep wells.

  14. Streamline government processes by amending the Government Procurement Law (RA 9184).

  15. Amend the Oil Deregulation Law, focused on putting a cap on fuel companies’ profit, allowing for a fairer fuel price for consumers.
